What is supplied is a conversion of plant the municipality or the utility already owns and already maintains. The machine stays in your yard, with the people who look after it now.

Responder CS-810 is a removable operator. It sits in the operator's seat in a cradle resting on the machine's own seat pan, with the machine's own lap belt threaded through a closed tunnel between the cradle rails, and it works that machine's joysticks, levers, pedals and switches with its own actuators. A camera reads the dashboard.

Nothing is cut, wired or reprogrammed to accept it. It never connects to the machine's CAN bus, ECU or firmware, and the only wire between the two is a fused feed from the accessory point. The dock anchors to seat-belt pins the manufacturer already fitted, so the fit is done once and stays with the machine. The unit lifts out and the machine is standard again.

Age is not a barrier: the unit reaches the joysticks, levers, pedals and switches an operator reaches, and leaves the machine's electronics alone. Four occasions a municipal or utility yard is already called out to, and in each one the machine can stand where the seat should not.

FLOOD

Flood and breach closure

Berms and closures pushed out across moving or open water, with the rock and fill work behind them. The failing embankment is the ground the seat would sit on.

WILDFIRE

Guard and fuel breaks

Cutting line ahead of a fire and holding a guard on ground a crew would rather not stand on for the time it takes. Heat, smoke and a front that moves are exposures the empty seat removes.

POST-EVENT ACCESS

The road back in

Opening the road the rest of the response has to come in on, before anything else can reach the far side. The route is closed to traffic while the machine works it. Without that, it is not a task this door takes.

CLEARANCE

Debris and route clearance

Moving what the event left behind so people and vehicles can move again, before anyone has to walk the pile or stand under what is still standing.

A machine built for this work can stand in floodwater, on a slope that is still moving, or downwind of a plume. The seat inside it was never built for any of that. Contaminated ground and spill sit on the same door for the same reason: the hazard is in the ground rather than on top of it.

Four questions decide a callout, and they are the four that decide any site: is the seat the exposure, is the task fixed, can the ground be closed to the public, and how much of the callout does the machine actually spend working.

Utilization is low on this door by nature, because an emergency is not a schedule. It never carries a row on its own. What decides a row is whether a person would otherwise be sitting in the exposure, and whether the ground can be closed.

Human safety comes first, on every line. Two rows are refused outright, and neither refusal is a scheduling matter: people inside the work area, and public traffic within reach of the machine.

A council asks who starts the machine, who can stop it, and what happens when neither is standing beside it. The list below answers in the order it holds on the ground.

A named person walks the ground, starts the machine and clears the job, machine by machine and callout by callout. Nothing moves before that.

The safe state is designed per task rather than chosen in the moment, and the reason is the ground this door describes. On a failing slope or beside a burning structure, stopping where it stands and waiting for a person can itself put a person in harm's way.

The design names ISO 12100, ISO 13849, ISO 17757 and ISO 19014. Safety carries the authority order, the wired stop, the manual release, the daily calibration and the minimum-risk condition in full, and it is the page to hand a council.

WHO IT IS FOR

The organization that owns the machine and the seat

  • A municipality, county or regional district that owns an excavator, dozer, loader or tractor with a seat it would rather nobody sat in during a flood or a fire.
  • A utility with its own plant and its own operators, working embankment, access and clearance tasks after an event.
  • A provincial agency or emergency-management office with a defined work area and a person on hand to authorize and watch the job.
  • The contractor a municipality or a utility calls for that work, on the same machines and the same seats.
  • A fleet of mixed makes and ages, taken one qualified machine at a time rather than one program per model.
WHAT IT IS NOT

On this door and on every other

  • A new machine. It is the operator for the ones the yard already runs.
  • Public-traffic work of any kind, or work with third-party pedestrians within reach of the machine.
  • Permanent unattended fitment. It is fitted for a task, authorized for a period, and lifted out.
  • A guaranteed production rate or a promised response time. Neither is offered.

How it starts

Six steps, in order. The yard keeps its machine through all of them, and the dock stays on it when the unit comes off.

Step 1

Survey

The machine is identified and its control geometry surveyed: where every lever, pedal and switch sits in that cab, and how far each one travels.

Step 2

Fit

The dock anchors to the machine's own seat-belt pins, and the removable kit and sensor mounts go on. No cutting, no tapped harness, no flashed controller.

Step 3

Calibrate

Control zero and neutral proof, sensor calibration and time sync, static diagnostics and fault injection, then bounded motion under qualified supervision. Commissioning is a safety act rather than an install.

Step 4

Authorize

Only compatible skills are loaded, the configuration is accepted for the envelope it is intended for, and it is signed and sealed with a rollback package. Authorization is a lease: time-limited, delivered by wire or at the dock, never by radio.

Step 5

Operate

A named person authorizes each job and watches it. Withdrawal or expiry ends in a safe stop and then the minimum-risk condition; the unit stays installed until it is re-authorized, and the machine itself is never touched.

Step 6

Return

The unit lifts out, and the operator's station is returned to baseline and inspected. The dock stays on the machine, ready for the next call.

The municipality or the utility owns the machine and owns the hardware. The configuration and the application are Canadian Shield's, licensed and revocable, and the keys are held in Canada. Every act sits on one chained record and nothing is deleted from it, so a task can be reconstructed afterwards. Operations carries the commissioning sequence, the configuration record and the sustainment cycle, including calibration intervals, spares and role-based operator and maintainer training.
