Every allied counter-UAS stockpile shares one failure mode: it arrives by ship. A transoceanic supply line is a queue, a chokepoint and a dependency — and in a long war it is the first thing that breaks.
The Forward Manufacturing Cell is Canadian Shield's answer, and it is the manufacturing-is-the-weapon thesis carried to its conclusion. Instead of exporting finished Goose CS-110 carrier rounds, we export a containerised slice of the production stack that makes them — moulding, assembly and proof on the buyer's own floor, fed by the buyer's own feedstock, cut against dies from our own 5-axis shop. The round is cheap by design; what's decisive is the line that pours them out. So ship the line.
A round that crosses an ocean costs its price plus its passage — and arrives on someone else's schedule. A round moulded an hour from its launcher costs its resin and its royalty. The cell moves the magazine's source to the magazine's user, and keeps the intelligence of the system at home.
The cell eats what the host nation already has: qualified resin pellets — or local recycled PET, reclaimed, flaked and dried on the intake line.
This is the sovereignty argument in material form. A stockpile you import can be embargoed, sunk or simply delayed; a feedstock stream you collect at home cannot. The same recycled-Alberta-PET discipline Canadian Shield publishes at home — recycled content where it is right, qualified resin where structure depends on it — travels with the cell as process doctrine, not marketing.
Injection and blow moulding shoot the CS-110 body and fin shells on Canadian-Shield-cut dies — the one part of the line that never stops being ours.
At home, our owned 5-axis shop collapses the industry's eight-week mould lead time to shop hours. Forward, that same shop is the cell's lifeline: dies wear, and worn dies go home to be re-cut on the machines that made them. The buyer runs the press; Canada keeps the tooling art. That split — press forward, die shop home — is deliberate, and it is permanent.
Body, fins, kinetic nose mass — brought together on Canadian-Shield fixtures and feed augers that make the round the same way every time, on any crew.
The cell is designed so skill lives in the tooling, not the operator: fixtures locate, augers meter, torque is set by the jig. A trained local crew runs the station; the fixtures guarantee the round. What comes off the bench is a moulded polymer carrier with a dumb mass in its nose — no electronics to install, no seeker to align, nothing to arm. There is nothing at this bench that can detonate, because nothing in the building can.
Dimensional QA, mass-and-balance, then an indoor proof-fire lane — driven by the same compressed shop air that launches the CS-110 in service.
The proof lane is the honest heart of the cell, and the plainest statement of what it is not. The launcher is pneumatic; the proof shot is a burst of air into a backstop metres away. No propellant is burned because no propellant exists — not in the round, not in the launcher, not in the building. A round that passes gauge, balance and lane gets its serial. One that fails goes back to the regrind bin at Station 01.
Serialisation, production-licence accounting and sustainment: the station that turns a shop floor into an auditable program.
Each proven round is serialised against the cell's production ledger — the same ledger that meters the per-round licence on Canadian Shield's design IP and schedules the cell's calibration, consumables and die rotation. For the buyer, that ledger is sovereignty made auditable: they can show any inspector exactly what was made, when, and from what. For Canada, it is the licence made enforceable. One book serves both flags — that is the design intent.
"Manufacturing is the weapon" was the thesis. The Forward Manufacturing Cell is the thesis turned into recurring revenue: a one-time capital sale that leaves the buyer permanently, contractually connected to the Canadian shop floor.
Containerised stations, fixtures, presses, proof lane and ledger — commissioned as one capital program. Sold once. Everything after that recurs.
Commercial structure is proposed and illustrative of design intent — no cell has been priced, offered or sold, and no licence terms exist. The anchor already runs today: the owned 5-axis mould floor described on the Manufacturing page.
At home, Canadian Shield's case is that a nation should own its drone supply chain — trusted, local, auditable. The cell hands that exact argument to the buyer, about themselves.
An allied nation running an FMC owns its magazine's source: feedstock it collects, rounds it moulds, proof it witnesses, a ledger it can open to its own auditors and allies. No transoceanic queue. No surge-time bidding war for someone else's stockpile. Dependence doesn't disappear — it narrows, deliberately, to the things that should stay Canadian: the dies, the design IP and the doctrine.
The cell exports capacity, never capability's core: fire control, seekers and guidance stay in Canada, in every case, without exception. What travels is the ability to make simple things in defensible volume — which is precisely what a partner under drone attack runs out of first.
The pitch is only defensible because the fence is absolute. The cell exports the low-tech, non-explosive, defensive part of the system — and nothing else, in any configuration, for any customer.
"Carriers, not munitions." The internal shorthand for the fence — the round the cell makes is an inert moulded carrier; everything that makes it a weapon system stays in Canada.
